Unlike excel files, csv files do not embed which file encoding type they were made with. Software decoding csv files has to guess; sometimes it guesses wrong.

Users can now choose which encoding type their spreadsheet file was made with. The most common modern encoding type is UTF-8. This functionality is under the New Sheet - Preview window.
